Noesis was founded in 1994 by two former FBI agents and later Managing Directors at Kroll Associates. Noesis has offices in San Francisco and Los Angeles, and an extensive affiliate network throughout the United States, Asia, Europe and Latin America.

David Cook, the Noesis managing partner in San Francisco, is an attorney and the main contact for the large number of Bay Area law firms among Noesis' client base. Tom Cowley, a CPA, is managing partner of the Noesis Los Angeles office. He formerly headed up the western region of Kroll Associates and prior to that managed Kroll's South American operations from Miami.

Noesis carries out a wide range of investigations for leading law firms, Fortune 1000 corporations and financial institutions with operatives based in the United States and overseas.
